Roles: who may decide which cases?
Short answer
Every user has a role. When the "roles" recommendation is turned on, a user may only decide cases in the areas the role covers – for example HR cases only by HR or an administrator. If anyone else tries, the decision is rejected and the attempt is logged.

Why?
The AI Act requires human oversight of high-risk AI to be carried out by people with the necessary competence and authority (Art. 26(2)). Roles make sure the right people decide.
